Detecting an Internet Connection Request

Hi,
I'm a VB newbie and my first project is over my head! :) Anyway, what I'm trying to do is create a firewall-type application. I have a Form with User Name and Password fields that references the same fields in a simple database located on a server on our network. I replaced the IE shortcuts with my program adn put the IE icon as the icon for mine so people think their just accessing IE. Of course, anyone with half a brain and some computer knowledge can change that shortcut back to Internet Explorer and bypass my app.
What I'm looking to do is to have them access the internet through IE normally but have my app run in the background and when it detects something trying to access a website, to prompt for a username and password. Herein lies my problem...I don't know how to do it. If anyone can point me in the right direction with an example or a link to some examples, I'd really appreciate it. If you need anymore info from me, feel free to ask.
