Detect start of another program

Is there any way to sense the start of a new application in Win9x/XP/NT environment? Task manager can list applications started, any way to get from it?
 
Thanks! The first solution worked, except it give me ALL the processes. I only need application type of processes (like Taskmanager list applications & processes separately). The 2nd one seemed like the way to go 'cause it contain more info on types of processes. When I run it, I received an error "cannot find DLL entry to CreateToolhelpSnapshot in Kernel32." Did I miss a setup somewhere?
