Detect if another program is running in full-screen mode

How can I detect if the Desktop Taskbar is visible or another program(game or other full-screen program) is running and has the focus?

I want my application to make some actions when I am with the mouse on X=0 coordinate of the screen (top of the screen), but ONLY if there is not another program running in full-screen mode.

Thank's for any answers!
