Desktop Lockdown Start Menu

Does anyone know how to Hide or Remove the 'Programs' item on the W2K Start menu. We are locking down the desktop so that all that is visible is the Start menu on the taskbar with only two icons plus a logoff item accessible on the Start menu, all icons are hidden on the desktop. The machine is a W2K terminal server in an NT4.0 domain with NT4.0 clients, Group Policy cannot be used, NT4.0 policies are inadequate and difficult to implement, lockdown so far has been successfully achieved through the following reg key:

HKEY_USERS\Software\Microsoft\Windows\Policies\Explorer

any help appreciated.
