i have a user who managed to change the default color of her windows font to blue. all items in the start menu and on the desktop have blue lettering instead of black. how do i change it back? (win98 os)
Right click on the desktop and select "properties" from the menu. Then select "appearance" now select one of the included schemes such as windows standard, and you're back in buisiness. If you're going through Hell...keep going... (Winston Churchill)

As Rokerfellerz said get to the appearance part of the display options.
However you can change the colour of the text alone if you wish.
In the panel that shows a preview of the display click on the word 'Normal' in the Active Window panel (in your case this will probably be blue). You'll see that the Item is called 'menu' and you'll see the current colour of the text displayed towards the bottom of the dialogue box. You can select a colour of your choice from the dropdown
