Desktop Folder Restricted by GPO

I have a W2K Terminal Server and a W23K TS. The AD is on another W2K server. I placed a shortcut to a folder in the desktop folder in the All User directory on each TS. Inside that folder is a collection of internet short cuts that are used corporate wide. In our NT Terminal Server, this same folder/shortcut worked just fine. Now when the user clicks on the shortcut they get a "operations cancelled due to restrictions on this computer" message. I have opened the folder permissions up to full access with no change. I have deleted and recreated the shortcut folder. In fact any new folder I add to the desktop behaves the same way. The links that are inside can be placed directly on the desktop and will work just fine. It's the folder shortcut itself that is the issue. I suspect that someplace in the GPO, there is a setting preventing this from being opened but I can't find it. Any suggestions?
