go into Windows Explorer, and navigate to C:\winnt\profiles\username\start menu\programs\startup\ and in here you might see something that is trying to start up but cannot for some reason, delete the shortcuts in here and this should solve your problem. If there is nothing in here, go to the same folder for all users instead of the user and delete the shoutcuts in here...
