desktop disappears on occasion?

I'm running a Win2003 SP1 server to provide Exchange services. For some reason, the desktop icons disappear on occasion. When this happens, the keyboard is unresponsive but the mouse cursor moves around and the server is still operating normally on the network. The only visible items on the desktop are the desktop background and mouse cursor. I can't seem to do anything to get the normal desktop items back besides powering off the server. Any ideas?
