Design tab in 4.5 gives error message

I am using Homesite 4.5 and when I hit the Design tab I receive an error that says I need to have IE 4.0 or higher. Well, I have IE 5.5 on my computer and I've set the Options/Configure External Browser to this version. Any ideas why this may be happening? Thanks.

do you have the shortcut pointing the the ie executable file - that is where I would check first.

Yes I did doublecheck that and it is pointing to the executable file. I'm at a total loss.
