Deny access to other users mailboxes as Admin?

I want a group of admins to be able to administer the exchange servers but I do not want them to be able to access other peoples mailboxes from their outlook client. I thought that Admin role would accomplish this but the users can still access other mailboxes on their home server although not remotely
