denial event 1643

Hello everyone

Wondering if someone has experienced this. Definity 9.5 using ip agent 5.x, roadwarrior. logging into the phone is no problem, however when you log into the phone as an agent, some of the cell phones being used gives the user a wave off. list trace gives a denial event 1643. any ideas what i can do to fix this?

Make sure the COS of the PBX stations in question are correctly set.
