Denial Event 1190

We're trying to hook up 2 AVAYA PABX's using IP tie trunking, however we're getting this denial event when we try to make a call:

denial event 1190: ISDN no circ/chan avail

Odd thing is, we already set the "Trunk Group for Channel Selection" field properly and we are still getting that event. Where do we look at next?

By the way, we're trying to tie up an S87xx/CLAN to an S85xx/G450 which means this involves "procr" at the signaling group.

Is the trunk and signaling group up on both ends?

Yep, both trunks and signaling groups are up for both ends.

If it's any worth to know there is also an IP tie trunk on the S8510 end used for embedded voicemail.
