denial event 1189: ISDN normal

I have connection between Definity and Quintum Gateway through IP trunk. The trunk is in-service. I can call extension on Definity from Quintum, but when I've tried to call outside from Quintum over Definity something makes problem. After trace, I have everything OK :
Definity set digit for outside ISDN trunk, and after that
denial event 1189: ISDN normal,unspecified D1=0x830061 D2=......
if anyone has any idea, contact me
