Dell PowerEdge 2850 and modem install

I've got a Dell PowerEdge 2850 that I'm trying to install an external modem on, but keep having problems.

(Background details....)
**I'm trying to use a Multitech Systems MT5634ZBA serial modem.
**Dell PowerEdge 2850 with MS Windows 2003 server. All latest Windows Updates.
**Server did have PC Anywhere 10.5 loaded. Removed it thinking it was the problem.

(Problem)
I connect the modem to the serial port on the back of the server. Turn them on, wait for boot-up and log into Windows. It does the "New Hardware Wizard" thing and shows that it found the modem. I point it at the CD and hit NEXT. It starts copying the drivers over and almost immediately pops up an error message: "Modem Setup. Windows was unable to install the modem." It gives me a choice of OK or CANCEL.

I hit OK and the next screen shows "There was a problem installing this hardware: Multitech (model #) modem. An error occurred during the installation of this device. The system cannot find the file specified. Click Finish to close the wizard."

I hit FINISH and it goes back to the Found New Hardware Wizard.

**I know it's a good modem - I've used it on other PC's.
**Under Device Manager Modem Properties, it shows the modem there with a yellow exclaimation mark. And says "The drivers for this device are not installed."
**COM1 is installed and working properly. Nothing else is using it.
**I called Multitech and downloaded the drivers from their site. Turned out to be the same version. Also tried a second serial modem and USB modem. Same error message.
**I called Dell Tech Support and they helped me determine it wasn't a hardware issue. We could go into HyperTerminal and dial out to a BBS. HyperTerminal interacts with modems using standard DOS interfaces (I think that's how he explained it?) So it's a Microsoft Windows problem.

I'm at a loss. Can anyone help?

Have you ever used this modem with the version of windows you have installed? Have you downloaded the latest driver from the manufacturer? Since this is an external modem, can you disable the PnP features and configure it as a generic modem in Windows?
