When our server boots we receive a dell logon behind the CTL ALT and DEL initial screen.

Unfortunately when using RDP to get into that server it takes forever to paint that. Is there an easy way to get rid of that screen.

Yes, that is still the correct path for Windows 2003.

HKEY_USERS on Local Machine\.DEFAULT\Control Panel\Desktop

Set the wallpaper value to nothing.
