deleted item bin MS outlook 2000

Is it missing from the icons list or the folder view? If it's missing from the icons list, go View-Folder list and just right-click and add to shortcut bar.
Otherwise, better try running Detect and Repair from Outlook's Help menu, and telling it to go ahead and restore your shortcuts too.
