Delegation of control- Admin cannot create new GPO

I have run the delegation of control wizard and granted a group full control of an OU. The user is a member of this group. When he tries to create a new GPO the following error is returned:

You do not have permission to perform this operation.
Access is denied.

Any ideas?

Is this 2000 or 2003?

In 2003 you have to delegate the specific task of managing group policy.
