Delay After Entering Password

Windows XP SP2 box with all the latest updates and not on Active Directory.

When logging on locally, there is a 20-30 second delay aftering typing the password and clicking OK (or pressing Enter). It happens when the local user logs on and when the local administrator logs on as well. These are two different users. I even created a new user and it immediately had the same problem.

Ran Spybot and it was clean. This PC does not have Internet access.

Any ideas? It's starting to look like a reload to me.
 
What is it like from Safe Mode?

How does it behave after you finally logon?

Are there any clues in the Event Viewer?

Some general things to try.

See if System Restore will get you back to a restore point before your problem with Explorer.

Try Safe Mode (Do you have this problem in Safe Mode?).

Try running ChkDsk to check your drive for errors. Right-click your Drive icon/ Properties/ Tools/ Error Checking. Select both boxes.

Run the System File Checker program from the Run Box by typing.....Sfc /Scannow in it and have your XP CD handy.

If they don't work you could try repairing windows by running it over itself. You will lose all your windows updates but your files will be untouched.

Do you hear the hard drive chugging away during the entire 20-30 second period?

If so, it could be an underperforming drive (which might be on its way out the door) or you're in serious need of a defrag.

Same problem when booting from Safe mode.

Runs good after getting past this initial problem.

Really no clues in the Event Viewer.

Already run CHKDSK, no problems.

I will try System File Checker.

It is actually a laptop and I do not hear the hard drive chugging away.
