I guess the best way I can state it is the time that the circuit is "live", but unavailable for use (i.e. busied-out, etc.)
The manual states:
Maintenance Usage. The total usage (in CCS) of trunks in this trunk group for Maintenance Busy or any other non-call
situation where trunks are not available to carry a call.
