define "no emulation"

I have assembled a computer (novice level) and at the boot it says "boot from ATAPI CD-ROM ...no emulation...press any key to boot from CD....invalid system disk...replace the disk and then press any key". THE END. The power and cables are just like the other one that works so I will assume those are okay. Just how can i fix this so I can load XP?
 
A bootable CD can either emulate a floppy disk, or it uses a boot.bin loader it reads from the disk.

It sounds as if this is missing from the CD.
The loader file has to be begin at a specific offset on the disk, and it expects a specific set of files to be available afterwards.

You clearly have a bad CD.
