defaulting to public calendar

I am trying to find a way to default to the public calendar instead of local account. Cannot seem to find this as an option..maybe it's not. Let me know if you have been able to do this.

After doing some research it looks like the default needs to be in either the mailbox or PST file. No way to get public as a default with current versios of software.
