I want to set a specfic users computer to load a certain wallpaper everytime they log on. I do not want this wallpaper over the network, i only want it on one computer on the network.
 
Put the wallpaper file that you want to use in the NetLogon share of your domain controller. Then use System Policy Editor (syspol.exe) to create a policy that sets the wallpaper to load from a network path (ie \\domaincont\netlogon\ourwallpaper.jpg).

If you don't know what I'm talking about, research System Policy Editor on TechNet.com. It's a bit much to explain in this context.
