Default paper size, Letter or A4

We are having truble whit default paper size, we whant A4 the server whant´s letter.
We have edit the *.gpd and *.cfg files, searched the registry, looked in enviroment, downloaded the recomended drivers, but still the same.
If anyone can tell me where the printerdriver get the default paper size from, please.
 
Here is what I have on my printer its a HP Laserjet 3300 series.

Right click printer.
Select Properties.
Select the device settings tab.
I can then change the tray assignments to letter instead of A4 as default.

 
The users have to do that every time they log in.
im trying to change the default setting for paper size for all printers we have, all of them HP (5n, 2100, 4500, 1200, 2300,6L, 4000, 4100).
 
Isn't there an adm file on thethin.net to sort this out?

My best guess, is from the installation of the OS.
If you select US during installation, something is written to the system ,defaulting every new installed printer to paper. If you take UK for example during installation, and chnage the regional settings after installation, all printers will default to A4.
Not sure if this proces can be altered (ie hacked) afterwards.
