Default initial colour scheme?

Is it possible to change the default blue colour scheme to the silver one so it shows the silver scheme immediatley after booting?

I've amended the default user profile but was wondering if there was something I need to do to 'all users' or the registry?

I am not exactly sure what you mean at bootup. Do you mean even the Logon screen?

Or, restrict all users to the Silver color scheme. This is done through Group policy, or a simple registry script at logon, plus the creation of the proper style sheet:

What i'm after is when the users get to the point that they press ctrl+alt+del, the silver colour scheme is active ie background etc and not the default blue one.
