Default font size?

We recently built a new terminal server running Windows 2000 Service Pack 4. However I am having quite an issue with the default font sizes. Whenever someone logs in, all the applications within Windows are very small and hard to read, a lot different then any other servers. I don't understand why. I built these all the time without issues. I dont think it has anything to do with the fact that it's running Terminal Service or Citrix. It seems to be something within Windows. Is there a reg hack or something to change the default Windows Font? I have copied and re installed all fonts to match other servers, with the exception of Tacoma and Tacoma Bold which always error out. Any ideas? thanks
