Default Domain Policy gets applied twice?

I have an issue whereby the Default Domain Policy gets applied twice. I only have 2 policies right now - the Default Domain Policy and a Site Specific one. If I force the User & Machine policies to get applied using 'gpupdate /force' and then check with the Resource Kit tool 'Winpolicies.exe' it lists:

It shows this for both the User & Machine policy. The result is the Default policy overrides a setting that is configured in the Site Specific Policy. I would have thought the default policy would get processed and then the site specific policy, am I missing something obvious here?

How do I get around this?

Worked it out......

Default Domain Policy was linked to the Site as well as the Site Specific one so the policy processing was working as it should have. I have now removed the link to the Default Domain Policy from the site and the processing works as I wanted it to.
