Default Calendar Permissions

How do I setup all (current) and new users calendar permissions? Generally, I want everyone to be able to view all calendars, unless explicently set by the admin not to. If that's not possible, is there a way I can at least default them to be a reviewer?

There's a tool called setperm that will set permissions on a whole lot of mailboxes at once.
