Default Backgroundswith GP without using Active desktop

OK first question why does an active desktop bakground look different than your standard bakground picture...Or even better why is there a difference.

Only reason I am asking is because I need to change the background on abot 50 XP machines. I would use GP, but all I find is active desktop backgrounds. Is there any simple way to just change the picture without changing to active desktop? I will take a script, regkey, or a GP setting.

First link is nice, but deals with the logon screen, which I already know and use.

The problem is when I use active desktop it does not keep the picture as nice compared to just setting a picture as your background. All the icons show up with different color blocks under the descpritions. I don't wany anything to change other than the background picture. I am trying to find regkeys, but there seems to be a lot involved to change backgrounds.
The closet I have got is the background copied to the machine and when I go to the background tab it shows the picture I want, but it has to be manually applied in order to tale affect

Does this setting have any effect?
Start/Control Panel/System/Advanced/Performance/Settings/ Visual Effects/"Use drop shadows for icon labels on the Desktop" Or any of the other settings in there?
