I have enable debugging on a cisco router via telnet, but cannot see the information.

Is there a command necessary to print these to screen?
 
I would turn on your logging buffer and then do a Show Log to view it.

To enable buffered logging, use something like this:

logging buffered 16000 debugging

Then, to view it:

show log

I do a "no term mon" just to keep everything from scrolling my screen like crazy.
