Debug acting Peculiar

Running SQL Server 2000 with SP3 The Debug runs code immediately.

Running SQL Server 2000 which appears to have no SP applied
Debug runs as you would expect, allowing stepping etc

Is the SP3 a red herring, is there a global setting to dictate the behaviour of debug.

I would be most grateful for any reply.
