Dealing with users with pop-up blockers

I am developing a content management system that uses pop up windows triggered by the user voluntarily clicking on a form button (not unsolicited 'onload' pop-ups). Do the pop-up blocker utilities prevent user-triggered pop-ups or just the 'onload' pop-ups?

it varies according to the program. some programs want the user to hold down Shift or Ctrl when they click on an "authorized" popup link, while others only block popups that are triggered onload or onunload, and still others wait for the user to tell them it's okay to show popups on that site before they show any at all.

best thing i can recommend would be some kind of notice on the page that says, "if you didn't get the popup, you have a popup blocker. if you want to see it, please disable the blocker or use its workaround feature." (obviously you'll want prettier wording than that. ;> )

Maybe you could use Modal windows instead. Not sure if they're blocked by most programs though.
 
you could alert the user on window unload that the user needs to disable their popup blocker, and after a few seconds have a checkbox disable the script so the user will only see it if the window is kilt before the alloted time...
