dbExpress palette

I install the Borland Delphi 7.0 professional.
On the dbExpress palette, the TSQLMonitor component is absent. Why? How can I instal this component?
If I see the Component->Install Packages->
Borland dbExpress Components(dcldbx70.bpl)->Components button, the TSQLMonitor isn't in the list.
Only TSQLConnection, TSQLDataset, TSQLQuery, TSQLStoredProc
and TSQLTable are in the list.
