we currently use the following command in some router configs:
clock summer-time mountain recurring
Since the dates for daylight savings time are changing next year, will I have to upgrade to another IOS to continue using that command? Just curious if anyone else has talked about this yet.

Not if you use NTP server, I would think. Good question---if the time parameters are built into the IOS, then yes, upgrade.

I don't believe that NTP is aware of daylight saving time. The IOS on the router must have those dates hard set in the code. I haven't verified this, but I bet we all will have to do IOS upgrades to handle this problem. Certainly others are having this problem. I'll look around to see how others are dealing with it.
