Actually, Microsoft's Excel spreadsheet functions quite nicely in that regard, and I'm reasonably certain that others do also.
I do a lot of text-format downloads of mainframe data that end up being imported into MS Access for export to Oracle and SQLServer tables (and a couple of Informix, one DB2). I usually preview new download jobs in Excel just to see if I got the data I wanted. Every iteration since the Office95 version just keeps getting better, at least in this area. But, I've done the same with Borland's (now Inprise) Quatro Pro, and I suspect that most any decent recent venue spreadsheet would work, as well.
There is another product, Cambio, out of TNT (I think) Software, makers of Data Junction, that works nicely, but it is not as easy to use and is not really well-suited to this approach so much as the spreadsheets are.
