Does Access create a data dictionary for you, or some thing similar? If so how?

Access has a tool called Documenter, which prints out fields and properties and such. With your database open, Choose Tools -> Analyze - Documenter. Choose the Option button to get very specific reports.

When you create new objects, you can add a description to them. You can also add descriptions to fields in tables in Design View.
