Is there anyway to move equipment to a new data center without changing ip addresses? Is there a piece of Cisco equipment that would help with this? I have a good sized budget so...

It's really a matter of whether or not you can move the subnets from the current location or not , there is no specific tool to do this . It you can move the subnets you don't have to change ip addresses .
 
LAM, or Local Area Mobility, might work for you. Basically, it's a combination of static host routes (entered as you move equipment) and the "ip mobile arp" command. It will allow you to move your devices without changing their addresses. You can clean up the config once you're done with the move.
