Customize Outlook Today Screen 1

Running XPpro and have Office 2000 suite...Can't customize the Outlook Today screen...When I select the customize button a dotted line goes around the select button and nothing happens....It does it on 2 PC now and neither can change the look of the opening screen...Any suggestions?
