if you elimate the need to dial 9, you'll lose station to station dialing. ac1 can be changed to any vacant 1 or 2 digit numbers. to elimate dial 9 you would need to build a pretranslation table to insert it for any digit, but then all calls route to trunks forcing 7 digit internal, which means you need loads of new trunks. each enternal call will require 2 trunks

now i see what your posting, my bad. lots of post here on that problem. i route spn 11 to internal security, which is 24/7 and 9,911 to 911 dispatch. can't find a work around unless you add as auth code, which no one wants if a plane hits the building
you could reroute that back to an internal menu stating for 911 dispatch stay on the line,let no response take it to 911 or press any key for the operator.. that gives users a chance to hang up and add's a few seconds of delay
