Custome Restricted User Settings??

Im not too sure if this is possible, but what I am trying to do is create a user account that is a non-administrator account, that cannot install/un-install programs, but however can change the IP address on the system as need be....

I am trying to accomplish this because its a public PC that gets used be alot of people and I do not want them installing all sorts of software on the pc allow them to change their IP to fit into their network without having to log off onto the Administrator account.....

Is something like this possible??

Is this for example a notebook that gets used at different network sites?

One possible remedy is a modestly priced utility that allows you to enter in secure fashion the necessary alternate credentials (say a local administrator account) in a secure fashion:

 
close its actually for regular desktop PC's being used in a DR enviroment, and constantly being moved from network to network.... I just wanted to avoid having to log in under Admin to make the changes since people will forget to log off the admin account and eventually the PC is loaded with crap..

I am trying to save the hassle of having to re-ghost the pc's on a regular process..
 
The command works great, however I cannot run it under a "Restricted" or "Guest" account.... Would there be a way that I can grant access to a batch file to run as admin?? or with admin authority??
