Custom MMC will not run on 2000 or XP

I created a custom MMC to allow managers to change their users passwords. When i try to run it on their PC to test it, I get the "MMC cannot open the selected file" error. I created the MMC using XP SP2, and I delegated the change password, reset password, read / Write LockoutTime.

Any ideas? I also started with the AD users and computers snapin.
 
You may need to install the Administrator's Pack on their system, as you may be using snap-ins which only come with it.

i thought of that... just wondering if there was a way around that
 
they need the snap-ins... and they have to be registered to the OS... the administrator's pack does this.. but you can manually do it for each snap-in as well.
