This is done in the Windows API. not sure exactly how.
I like a big cursor casue I move my mouse at 143 mph. ha HA
I did this in the control panel, mouse Icon and choose "Large " or "manified" depending on your Mouse and version of Windows. Of course its large all the time but it may be what you need.
