If the keyboard is not initialized correctly, windows (or even DOS after a crash) won't see the keyboard, thus nothing works. Cheers,

I can see where that would be true. and I wish that it was that easy. but alas it's not. the computer has not crashed in some time and when it boots it is seeing the legacy keyboard. and all of the keys are functioning. ie..
(alt + tab) (ctrl+a) (alt + right arrow) etc etc.
Maybe you need to try using another keyboard, because one of your alt, ctrl, del. keys are bad like the connection to the circuitry inside the keyboard is not made.
How about booting off a floppy DOS system and see if ir reboots from there.
You can then know whether it is keyboard or OS problem.

Help increase my knowledge by providing some feedback, good or bad, on any advice I have given.
It turns out that the ctrl and alt on one side of the keyboard don't work but the other side does.
Can't have partialy functional equipment so I replaced the keyboard.
