csv file does not open correctly in Excel

Using Excel 97 a comma separated .csv file will not properly open in Excel by double-clicking the file. If I change the seperator with a semi-colon, the file opens correctly. In Excel 2000 I can do an import on the .csv file and use a wizard to import it properly. There seems to be no option in Excel 97 like that..........
Is there a work-around for this behavior, should I change some Excel or regional settings?

Have you associated *.csv files to Excel?

Shift and Right-click any CSV.
Choose Open With.
Choose Excel.
Hit the checkbox to "always use this program..."
Hit OK.

We are working both with W2000 and W98 second edition.
Our users work with Office 97.
The problem is not that .csv files do not open with Excel when double-clicking, in fact they do alright. Excel however does not recognize the comma seperator, and imports the entire row into one cell. Changing the comma into a semi-colon somehow does the trick..........
