.css file changes not updating in .dwt file (it does sometimes...)

I am trying to determine color patterns in my dropdown menu, so trying different colors.

When I change my hover color and save the .css - sometimes it doesnt change. (NOTE : I HAVE saved the .css file before previewing the .dwt file- made sure of this).

I found one time that when the .dwt file was not open when I changed the colors, it worked. So I went to change the color in the .css file again, save the .css - then open the .dwt file - the .dwt file did not reflect the changes...not sure what is going on here. ANy suggestions?

Ok - I see. Noone has had this problem? Why will Dreamweaver not save the file?
