CS2 default stroke to inside

Is it possible to set the default stroke to the inside instead of center? I cannot seem to get designers to remember to do so and would like to just change the setups on the other 8 systems in my department.

Like any setting, you can change them with no documents open and that will be the default for all new documents.

That's what I thought, but if I grab the rectangle (or any) frame tool and create a frame, the rule jumps to center. Odd.
