I am in the middle of upgrading a Nortel Opt 11 to a CS1000E. I have everything configured correctly, as best I can tell. When the system comes up I can't call from cabinet to cabinet or use resources inter-cabinet. I heard that you need IP licenses even without any IP phones. Is this true? I have all the VTRKs and DSPs configured. HELP!

Yes, you need at least 1 IP license on the system. That should have been caught by the order system and provided unless someone manually removed it.
