crystl32.ocx file will not register

I am trying to load a VB6 application with Crystal Report7 reports on a windows 2000 machine. crystl32.ocx file will not register. What do I need to do to get it to register on this PC.

Did you build a Windows setup kit with the VB Package and Deployment Wizard, and then installed it on the client PC? Brian J. Alves

but appear message crystl32.ocx not register after install on the client PC
