CE 11 hasn't been released.
CE 10 information can be obtained at their site.
If you're after information about CE 11, the only information I recall is that it will roll in the ability to use BO Universes, and opf course build upon the proprietary approach to creating data sources (Business Views/BO Universes), which I'm not fond of.

We saw a demo of some features of CR11 at the conference in New Orleans. It is due in December 2004 (and Cr12 in Dec 2005)
New features in CR11 include dynamic and cascading pick lists in parameters, nested hierarchical groups, A new interface (even more like VS.Net with hide/pin field explorer). A Workbench explorer to manage multiple reports and Java UFL's look interesting.
