Crystal Reports V 10 functionality

I have someone here requesting the ablibity to generate there own report layouts.

Does anyone know if the Java plug in for version 10 will accomplish this?

Basically what the user wants to do is for me to generate a report that could then be manipulated by someone who does not have Crystal Reports on their desktop.

I've only used RAS for this.

Are you speaking of a java report creation api, or?
