Crystal Report XI in Delphi App Connection problem

I am upgrading an application in Delphi 5 from CR 9 to 11, using the Active X viewer with craxdrt_tlb. I am passing the user's login and password, server and database to the report using SetLogonInfo. The database is MSSQL Server. The reports have been re-built using CR 11. When I run the application I get this error:

'The data necessary to complete this operation is not yet available'

Does anyone know what I am missing?
